Small town dilemma, $16/hour ain't enough

People are reportedly moving away from small towns all across the US, heading for greener pastures in larger urban areas.

Christen Bouchard worked 16 hrs/week. 16x52= 832 hours/year.
And was paid $13,500/ year, or about $16/hour.

She also worked unpaid overtime.

She asked for 2 weeks time off so she could vacay with her husband.
Apparently no one else out of the 356 people could cover for her, and the vacay time off was denied.
She quit.

LOLOLOLOL - at least on the surface.
But, this is emblematic of many other small towns.
With 356 population, what can the tax base be?

A 356 person population is a tiny pool of talent from which to provide civic services.
