America is so far behind in shipbuilding, it needs South Korean assistance and expertise for Make America Shipbuilding Great Again (MASGA). Obviously, if it translates to additional business, South Korea is more than happy to assist (South Korea likely also gets to train additional South Korean workers to fill in for some of the training staff)
