You don’t allow acceptance anywhere for any reason. I believe this is the track China has taken to control Crypto’s use. A currency only has worth if someone else is willing to accept it as payment for example; the Ruble.

It is not a currency. It is an asset according the IRS.
You can block financial institutions from dealing with Russian nationals trading in it. The major crypto institutions require a full identification for the electronic wallet and bank account numbers.
