Michigan used to have a network of state mental hospitals. One of the Shiny Governors shut most of them down, so the money could be given to the “JCs” instead. That left the ill on the streets, until they eventually end up in the county jails, so their treatment is off of the state’s budget, and on to the county budgets.
I am conflicted about this program. Yes, it gets the homeless off the street, but it sounds too easy to convert into a forced labor program.
