This was not directly fire related.
This was known costs related.

Sure it is; that and earthquakes, but most in California don’t bother with earthquake insurance. If you mean it wasn’t related to this particular fire, then you are correct.
We have discussed rising insurance costs in California a number of times. For example, a couple a years intercst posted this:

No it is cost related.
They up rates to reflect what turned out to be the costs.
People dropped their insurance. As much as insurers pulled out.
It happened prior to the event. It was not specifically related to a direct event.
