Sure it is; that and earthquakes, but most in California don’t bother with earthquake insurance. If you mean it wasn’t related to this particular fire, then you are correct.
We have discussed rising insurance costs in California a number of times. For example, a couple a years intercst posted this:

People dropped their insurance. As much as insurers pulled out.
