Sounds like “Plan Steve, option #1 to save SS” kick the able bodied, regardless of age, off SS, to force them back into the workforce, and cut off mandatory education at 8th grade, and ration High School by ability to pay, to force kids into the workforce and “learn the dignity of work”.
