Does anyone know if a tourist with a valid visa has to pay this fee? The Google AI says “yes”, but then it says it is added on at the time of application. That’s a contradiction. My SIL has had her visa for almost 9 years. Does she have to pay? I can’t seem to find a definitive answer.

That is what I concluded also. However, when I did a search with AI, I got the result I mentioned before. That’s why I was uncertain.
But I think it’s clear that it’s paid at time of application, and so would not apply to any current visa holder.
