Somewhere around 16%.

There are over a billion shares outstanding. This recent purchase is serious money, but it’s a trivial fractional percentage this time.

Where is BRK going with this?

I own some OXY because I think the rapid post-acquisition debt pay down and high-ish oil prices will result in some worthwhile share appreciation over the next couple years.
