I can’t find a clear statement anywhere. All I see is spin, which varies, based on the bias of the spinner.
Does it only cover finished goods, or raw materials as well.

It only applies to people coming across the border and will not have any bearing on any U.S.A citizen.

It is inflationary. The prior tariffs were very inflationary. Corporations raised prices under the cover of tariffs.
