I think we would like to see more teachers and fewer administrators. Fire more of those education generals.
Research funding is another aspect. Is the money allocated wisely and appropriately? Are we funding study of the same idea again and again to fund education? Is the research productive in creating new methods etc.?
Easily said, but hard to implement.
Defining ‘wisely and appropriately’ is also difficult (who decides that?)
We don’t do ‘hard’ anymore. Or ‘long term’.
I don’t know about all govt grants, but certainly those submitted to NSF or NIH are reviewed by a panel of experts in the field. No doubt there are far more applications than funds. They do pick out the ones most likely to make significant discoveries and address scientific goals like green energy etc. The largest best known universities have an inside track as they are leaders with expert researchers. I’m sure they make an effort to encourage young developing talent when they can. Making choices has to be difficult. Not everyone wins.
