BRICS is basically a development bank. A lot of countries want to borrow money, but not a lot of countries want to lend money. Plus BRICS countries don’t like each other very much. So the countries with money to lend, like China have very different interests than say, India.
That’s why the main BRICS accomplishments are things like cultural exchanges.
