Meaning China and India have insisted on using as much fossil fuels as possible for growing their economies. At times refusing to do things about climate change. We were worse. Not bragging rights here.
Now in China that does not look like such a good plan. The droughts have created an unparalleled in size economic catastrophe.
I can understand their view. But as you say, China is seeing the problem first-hand.
We knew about this decades ago. Too many were swayed by the oil industry misinformation campaign and we didn’t start developing new energy tech decades ago. (I put myself into the misinformed category until maybe a decade ago unfortunately. I simply didn’t want to believe cars were a problem and we were harming the environment.)
