Intel just did an interview with B of A and the transcript is here:

Intel reiterated that they started shipping sapphire rapids N7 server parts last quarter… but also admitted it was a bit of a cheat and the real product isn’t ready until Q3 as many have been reporting. Sapphire rapids contains accelerators for networking, AI, and other functions. I suspect the shipping SKU’s have some features disabled. I am calling this another Intel product delay.
