Perhaps not. But it is possible to eliminate and/or reduce the membership of a specific terrorist organization.
I don’t think Israel’s short-term goal is to neuter the idea of armed resistance against Israel in general, or to prevent anyone from ever joining any group dedicated to that cause. Their goal is to destroy the specific organization of Hamas. That may or may not be possible. If nothing else, they want to materially reduce its capabilities along the lines of what happened to al-Qaeda and ISIS/Da’esh.
What is the point if whatever replaces Hamas still has the same goals.
And I do not Hamas can be eliminated short of killing every Palestinians.
The Houtis have proven to be difficult, if not impossible, eliminate or stop their attacks on shipping.
Even if they have the same goals, they might not have the same capabilities. Hamas has basically controlled Gaza for nearly twenty years - it’s entirely possible that whatever new group emerges may not have as tight a monopoly on power in there. Even if it’s the same number of people, if there are multiple disparate groups vying for power it will be better for Israel than if there’s a single terrorist organization that’s in charge.

Hence began the 7 year genocide war agin the Houtis using Saudis troops and aircraft but US provided munitions and air intelligence. Houtis still in power and due to Israel’s invasion of Gaza now attacking sea vessels in the Red Sea.

There are counter-examples, sure. That’s why I didn’t say that they would certainly be able to do it. It’s just the goal.
But it’s not a pipe dream. The world can’t eliminate terrorism, any more than a country can eliminate crime. But it is possible to eliminate (or seriously cripple) specific terrorist organizations, just as a country can eliminate (or seriously cripple) specific criminal organization. The war on organized crime in the U.S. is a good example - we were unsuccessful in eliminating crime, but we were pretty successful in degrading the power and scope of specific groups like Murder Incorporated and notable crime families in the Cosa Nostra.
So, too, can terrorist organizations be weakened severely, and even if their followers maintain fervor they are less able to operate. That’s what happened with Narodnaya Volya, Shining Path, Al-Qaeda, Aum Shinrikyo, ISIS-Da’esh, the ETA in Spain, the PKK to some extent, and other terrorist organizations that have withered and waned in the face of efforts to kill or capture them. Persistent and coordinated repression of terrorist groups can work. It doesn’t eliminate terrorism writ large (any more than arresting criminals eliminates crime); it doesn’t even necessary eliminate the specific movement. But it can eliminate or significantly degrade the specific group.
Do they really care about “legal requirements”? TIG is all in on ethnic cleansing. He’ll volunteer our credit card to “pay any price, bear any burden” to make Gaza safe for private profit.

If Israel promotes the tribes the Palestinians through the tribes will negotiate with Israel.
60% of the Palestinians have freedom, rights, prosperity, and democracy with Israel. The other 40% subtract a few percent know they do not want this war.

Less than 6% of Gazans are Hamas. Of that 6% plenty are the wives of and not the militants. Although Hamas has been recruiting 15 years who are not married.
The people of Gaza are being moved out of the fighting. How is that ethnic cleansing?
