Will that get Virgin Atlantic banned in Florida?

Florida could try, but I doubt they’d be successful. The US Transportation Dept decides which foreign air carriers have access to the US and which airports they can serve. There’s also non-discrimination rules governing airports that accept Federal funds. Years ago Signature Air started buying up the FBOs at small airports around the county, jacking up the price of fuel, and then instituting $150 access fees if someone just wants to use the restroom without buying the overpriced fuel. (Screw 'em, I’d pee against the side of the building.) Eventually the airports that had granted Signature exclusive rights were forced to provide competitively priced self-service fuel and a porta-potty.)
