Not the report we were looking for

The City of Portland hired an outside consulting group lead by a former Federal Prosecutor to study the Police Department and the rising crime rate in the city (though the crime rate is still way off its historical high in 1987.)

The outside consultants issued a report with 28 recommendations:

1. Bureau leadership should at appropriate times express formal contrition for prior episodes of racially discriminatory conduct.

… it went downhill from there.

Here’s a recommendation, “Don’t shoot someone running away from you.”

That might be a good start.

Treat people like humans AND reduce the number of huge financial payouts cities have to make in the aftermath of such behavior?

The police are starting to shoot each other.

In the Portland suburb where I reside, a Sheriff’s Deputy arrived at the scene of the crime and immediately shot & killed the first guy he saw running who happened to be an off-duty police officer chasing the suspect.

I believe it was the deputy’s fourth “kill”.
