The stock is trading at $1.04, and the tender offer is for $2.5? And there are no minimum or other conditions. So what is the catch? What are we missing?
Odd lot priority, so buy 99 shares or less and tender them all.
Can only do this once per person.
Always a chance that they pull it.

Fidelity is not allowing me to buy online! 
I was able to - had to use a limit order IIRC.
Any reason not to tender immediately?
