A bill in the Federal House, at this moment.

To amend the National Voter Registration Act of 1993 to
require proof of United States citizenship to register
an individual to vote in elections for Federal office, and
for other purposes.

This Act may be cited as the ‘‘Safeguard American4
Voter Eligibility Act’’ or the ‘‘SAVE Act’’.

(b) DOCUMENTARY PROOF OF UNITED STATES CITI -
ZENSHIP .—As used in this Act, the term ‘documentary
proof of United States citizenship’ means, with respect to
an applicant for voter registration, any of the following:

Thing is, obtaining an official, certified, birth certificate is not free.

Might be 24th Amendment issues, as requiring people to obtain a non-free document could be construed as a tax.

Section 1. The right of citizens of the United States to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax.

Section 2. The Congress shall have power to enforce this article by appropriate legislation.

Sorry Steve but amendments are not part of the 'REAL" Constitution and will be done away with. We need a “CLEAN” Constitution like our fore fathers envisioned.

Decades ago, I saw an interview with an ardent anti-income tax campaigner. The guy was insisting the income tax was illegal, because the Constitution prohibited it. The interviewer said words to the effect “The Constitution was properly amended to allow it. Pay your tax”.

That being said, I am pretty sure there is a faction that would like the idea of only the elites being able to vote, and state (L&Ses) electing Senators and appointing electors for POTUS, regardless what the Proles say.

They are still around. They call themselves Sovereign citizens. Alot of crazy stuff in what they believe.

This is more aligned with what Madison et al were doing in the first place. Read Madison’s remarks about the “future danger” of "the symptoms of a leveling spirit" (Uh oh, They the People are starting to believe what we were selling about freedom and equality.) And how The Senate was created to protect "the minority of the opulent against the majority.

Even better if “legal residence” replaced “citizenship”.

The “other purposes” is pretty standard legislative language. Same when the “JCs” float a new bond offering: “blahblahblah, and general corporate purposes”.

Being a legal resident doesn’t make one a citizen. Voting should be limited to citizens.

US Constitution, Article 1, Section 8, first paragraph:

“The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;”

Have you read the 16th amendment? It took the 16th to make income taxes legal (1913).

IMO, the 16th Amendment was not needed. However, to make things more palatable for some groups, it was needed to be more specific with one PARTICULAR type of taxation in order to avoid a big legal fight.

And it is limited to citizens.
But really, legal residents have a vested interest in the governing of their residence.
But yes, we need their commitment to become citizens and should make that an easier process.
We need them and they need us. Should be possible to encourage them to make that commitment or leave (within some reasonable time frame - say 5 years or less).

The big legal fight had already happened. It went all the way to the Supreme Court who ruled in 1895 that an income tax was unconstitutional. It took almost 20 years to pass and ratify what became the 16th amendment.

Agreed. And this bill will go a long way toward solving the incredibly rampant illegal voting everywhere in the US. :smirk:

The rampant illegal voting that I am familiar with is Republican officials voting for dead relatives, or voting in multiple districts, or voting where they do not reside.
