Given that there appears to be no direct link between him and the victim or UHC is there a good argument that this wasnât meant to be terrorism?

Wouldnât it be just the opposite? Terror works by targeting random people, sometimes of some affiliation (in this case affiliation with the US healthcare industry), to sow terror and perhaps influence future policy action within that affiliation.

(The medical insurance contract doesnât say that they agree to pay anything you want them to pay, it specifies what will be paid and when itâll be paid and what approvals are necessary before itâll be paid. The insurance company doesnât say âno, you may not go get this careâ, they just say âwe may not pay for itâ. And so do you say âI may not pay for itâ.)
Premiums will be paid AFTER service is provided. That is a contract they do not want.
