Iâve seen mentions of this before but didnât realize quite how bad things have become. When you factor in the âUkraineâ effect things will be much worse than the article indicated.

Actually, their best/ brightest vote with their feet to find better opportunities outside of Russia. The government doesnât send them elsewhere.
This Russian publication has some good suggestions but I donât know if they have been implemented. Given the sclerotic and corrupt Russian system Iâd bet a ruble that little has changed.

Iâm old enough to remember when the Soviets tightly controlled travel outside the USSR. Soviet citizens, especially valuable educated people, simply werenât allowed out of the country and were closely monitored by apparatchiks on the few special occasions when they traveled to the West.
