We have been pondering how across the board cuts in SS will go over with the base, which includes large numbers of crusty old white guys, who are either retired, or close to retired.
As suggested with the “get your papers in order” threads, use enforcement programs like that used to require SS recipients living abroad to reconfirm their eligibility, repeatedly. Musk claims there are people collecting SS who appear to be 150 years old. Using “enforcement” or “fraud protection” programs to entirely revoke the benefits of maybe 10% or 15% of recipients, rather than short paying everyone, would not raise the hackles of the base, because the considerable majority of them will not see a benefit cut, while they think the few who do lose benefits were fraudsters anyway.
