I don’t think that the Administration would be immune from contempt of court. The federal courts, and the lawyers who practice before them, are too clever to be affected by that type of provision.

The Administration has yet to be found to have actually ignored court rulings - they’ve always (to date) pointed to a fig leaf of a legal or factual question that allowed them to claim either compliance or ignorance. With one exception - the judge in the Sudan deportation case has basically said they violated his order, and appears ready to possibly put some people in jail.
