Perhaps some of those people will move into manufacturing.
By 2023, the number of jobs supported by travel and tourism in the United States had increased to approximately 18.03 million.

Nothing new under the sun department. #43 insisted that the Bill of Rights only applied to US citizens, although I see no such restriction in the text. On reading that report, some 20 years ago, I said that every US visa office, and every boarding gate for ships and planes headed to the US should have the following notice posted “Notice, in the United States, you will have no rights. You can be searched, detained, imprisoned indefinitely, without any legal process, no legal representation, no appeal.”
Shiny-land has been on this road a long time.
