Yes, wrt WWII. In another forum, I have proposed what if Japan had not attacked Pearl, but only the Philippines. Would the US go to war to defend islands on the far side of the world, that the US had already agreed to turn loose to govern themselves? Or, what if Japan bypassed the Philippines and Guam, only attacking British and Dutch colonies? The UK had been at war for over 2 years, and the Netherlands overrun, and the best FDR could manage was Lend-Lease.

WWI was a different matter. What finally tipped Congress was the Zimmerman message, in early 1917, that proposed to Mexico that it invade the US, if the US came in to the war on the side of the UK. The message, provided to the US by UK code breakers, could have been dismissed as “too convenient”, another “yellowcake letter” if you wish, had not Zimmerman admitted it’s authenticity to the press, then talked about it in the Reichstag.
