The agenda is pretty clear. For two years, the US has followed an incremental approach to supplying arms to Ukraine, because of a fear of provoking Russia. Now, after two years, Ukraine is obtaining weapons that can reach into Russia. So amp up the fear of a nuclear strike, if targets in Russia are hit by conventional weapons, in hopes the US will cut off arms supplies, or, at the least, force Ukraine back to not hitting anything more than a couple miles back from the front line. This is the threat narrative Putin has been promoting from the start.
What are the chances the US could force Ukraine to hobble it’s forces, while the Russians freely attack any point in Ukraine?
Eons ago, the Israelis bombed a nuclear reactor in Iraq into rubble. There was much huffing and puffing in the US about US provided arms being used for an offensive operation. I saw a cartoon at that time, of an F-16 with a warning stenciled on it’s side that it was only to be used for defense, with Menachem Begin in the cockpit laffing.
