There is no such thing as justice for that. If a worker does not like going through the construction booms and busts change industry. There is no protecting the construction industry when prices are nosebleed so that the workers are safe because a minority is over represented. Blaming anyone else is totally unreasonable. Get another job. Other people get other jobs.
