W7, FF 91.1… Since the last update the Bookmark toolbar doesn’t show up and I can’t bring it at all back… meaning I can’t bookmar anything.

Win 10 here with a higher release of FF but FWIW
Right click on blank area to the right of the page title (mine says “TMF Post Message” right now
A popup appears. Down the list a ways is the option for “Bookmarks Toolbar”
Click the “>” mark and then check “Always Show”

When things get weird, reboot. Have you tried that yet?
… meaning I can’t bookmark anything.
At the far right end of the URL box I have a star. It is blue when the URL is a bookmark. When it is not, and I click on it, it gives me a box to bookmark that page.
