The German situation is very different from that in China. Germany has a much higher vaccination rate and strong unions.

China prefers to rely on strong quarantine rules. One way to keep a plant running is to quarantine a group of employees and restrict outside contact.

In Germany, its tough for assembly line workers to work from home. But support staff like purchasing, production scheduling, etc might be able to work from home. “Nein” only makes sense in a limited number of positions.
