The Iranians figured that out a long time ago. Deals are/were merely a way to help the weapons program get to the finish line.

Yes Iran has the memory of Libya’s Gaddafi firmly in mind. If they give up the nuclear detergent; the US will eventually take the Iranian leadership out. The USA is an existential threat.
