There are so many sea and ocean cables, satellites, and land connections; this is just an annoyance. Globally we probably have more downed lines from storms.
Russia is an annoying bugger.

Anything like this goes back years if not decades. It comes into the public imagination when it suits the propaganda of the day.
This is all to hustle military budgets in the EU. It is actually a good cause.
