I don’t see how to block a poster or a topic. Am I missing the way to do this?

For a topic, click the 
Tracking button at the bottom. The Mute option is the one you are looking for.
To Ignore/unignore a user, click on their name to go to their profile, and then click the ignore button.

And then click the avatar again to get to the user’s profile page and you will see a couple of options to mute or ignore the user:

When you ignore someone, can they still see your posts?
Yes, you are ignoring them but not the other way around.

How do you do it when they’re public profile is hidden?
If you select “Users” under your “preferences” page, you will be able to unmute someone if you feel like it:
