What's the deal with HEVC extension download?

I have an email group I participate in and one of the members frequently sends photos or videos of stuff that requires the HEVC extension in order to be viewed. I finally broke down and convinced myself that I’m not going to miss $.99 and tried to download it.

This thing has been “circling the wagons” for an hour now. What’s the deal? Microsoft didn’t have any problem charing me $1.07 but I’m haveing a heck of a time trying to download this stupid thing.

2TB 7200 RPM SATA Hard Drive

Windows 11
Windows Defender
