Gov. Greg Abbott has ordered state officials to inspect each truck {after US Customs & Immigration has released them}. Drivers with fruits and auto parts are now backed up for miles.

It is my understanding that this explanation is quite hilarious as the “enhanced safety inspections” do not include the interior of the truck and thus won’t find anything being smuggled.
