I don’t see what the Vatican has to do with this other than providing a neutral venue.

The fund will focus on rebuilding Ukraine and renewing the country’s economy. Ukraine will retain control over its minerals, paying into the fund with new licenses it issues. I don’t see how this agreement would protect Ukraine from Russian attack since the U.S. could simply shift the counterparty from Ukraine to Russia.
Time will tell whether this minerals deal will deter Russia from attacking Ukraine. I would bet a quarter (my maximum bet) that it won’t make a difference.
